Supplies

Here’s a quick list of the supplies I used (but feel free to improvise with what you have on hand!):
- Toilet paper rolls
- Construction paper (white)
- Tissue paper (green)
- Pipe cleaners (green, pink, yellow)
- Tape
- Ruler
- Ribbon (yellow)
Tip: You can absolutely swap out colors to personalize your bouquets. This is one of those toilet paper roll crafts for kids that encourages creativity, so let them take the lead!
How to Make Your Toilet Roll Flower Bouquet
Step 1: Wrap the Roll
Cut your construction paper to fit the outside of your toilet paper roll and tape it in place. This becomes the vase of your bouquet.

Step 2: Fill It Up
Cut the green tissue paper into squares and stuff it into the top of the roll. This creates the “filler” that helps your paper roll flowers stand upright.

Step 3: Make the Stems and Petals
Cut green pipe cleaners into 4-inch strips – these will be the stems. Then, cut the pink and yellow pipe cleaners into 3-inch pieces to create petals (Image 1 below).
Shape each petal and twist the ends together to close the loop (Image 2 below). Stack up four petals and slide a green stem through them, twisting to secure (Image 3 below).
Gently pull the petals apart and shape them into a full bloom (Image 4 below).
Make as many as you need to your bouquet/s (Image 5 below). You can also see what the finished flower looks like from the underside (Image 6 below)

Step 4: Assemble Your Flowers
Pop each finished toilet roll flower into the “vase” (a.k.a. the decorated toilet paper roll). I made three bouquets with two flowers each, but you can make as many as you like.

Step 5: Add the Finishing Touch
Tie a piece of ribbon around the middle of the roll and curl the ends with scissors. Instant charm!

Display or Gift Your Flower Bouquet Craft
These sweet flower crafts for kids are perfect for gifting – think Mother’s Day, birthdays, or just a cute “I love you” surprise.
They also make adorable table decorations or window sill displays that brighten up the house.
And let’s be real, anytime we can turn a toilet paper roll into something cute? That’s a win in my book.
So the next time you’re looking for toilet paper roll crafts or a fun flower bouquet craft to do with the kids, definitely give this one a try.
It’s a fun mix of spring and summer craft vibes that’s low-mess, low-prep, and high on fun.
